I have used this software in the past, but only for school. Back in high school, I took a class for website design and this is the software we used.
I can't comment on the pricing, as I received this software for free. However, I would be very unlikely to pay $399 for this. It was somewhat hard for me to use, as I did not really have any background in CSS before using it. It was difficult, even when I was following step by step instructions, because I didn't really understand what I was really doing.
If you have experience with CSS/HTML and have an extra $399 or so dollars laying around, then give Dreamweaver a try! Otherwise, try a cheaper (or free) alternative!
